The Colorado State Foster Parent Association was created in 1971 by a core group of foster parents in order to support the educational needs of foster parents statewide and to create a forum for foster parents to advocate for the rights of foster children and parents. Since that time, CSFPA has grown to include foster parents, kinship parents as well as other child welfare professionals in its membership and as members of its board. The organization has developed and implemented a highly credible annual statewide education conference as well as workshops and seminars throughout the year. Additionally, CSFPA supports foster parents through member benefits, participation on state and regional committees and task forces and has developed mutually beneficial partnerships with organizations and businesses from both the public and private sector. CSFPA is mainly a volunteer-led organization with a very active board comprised of foster parents and other child welfare professionals.
The goal of CSFPA has grown to better meet the needs of Colorado’s children in placement. Since approximately 14% of children in placement are placed with family members, CSFPA extends its educational support to include "kinship" parents in addition to certified foster parents in order to positively impact and improve care provided to all of Colorado’s children in placement.\
